COVID-19 and ECONOMIC NEWS

As of November 30, 2021, Vietnam’s Ministry of Health confirmed a total of 1,231,939 cases of infection in the country hit by the fourth COVID-19 wave (from April 27, 2021) (916,287 cases as of October 31, 2021). The most severely hit areas are Ho Chi Minh City (HCMC) with 470,458 infections and neighboring provinces, such as Binh Duong Province with 282,231 infections, Dong Nai Province with 87,246 infections, Long An Province with 38,168 infections and Tien Giang Province with 24,888 infections.

There were 25,252 deaths announced due to the pandemic as of November 30, 2021. On the other side, around 169,014 patients were given the all-clear during the month, raising the number of recoveries to 989,348 during this wave.

Around 123,542,096 doses of vaccine have been provided as of November 30, 2021. In detail, around 71,100,000 people older than 18 years old (73.7% of the population) were partially vaccinated and around 50,900,000 people (58.2% of the population) were fully vaccinated. There are 30 provinces and cities have been providing partially vaccinated for all 100% people older than 18 years old while top 5 in providing fully vaccinated are Long An Province (100%), Khanh Hoa Province (99.5%), Ca Mau Province (97%), Hau Giang Province (96.5%) and Ho Chi Minh City (93.1%).

As mentioned in the Newsletter of September 2021, the government issued a Resolution No. 128/NQ-CP named “Provision Regulations on “Safety, Flexibility, and Effective Control of Covid-19 Epidemic” with the main content is about bringing people’s lives to the new normal; prevent cases of bureaucracy in issuance and implementation of solutions in a manner that negatively impact manufacturing, business, and social lives. In addition, the Resolution also issued the guidance on how to classify and assess 4 levels of the epidemic and the details of which activities, organizations, agencies, and enterprises are allowed to open corresponding to each level. The Resolution also stopped applying the Directives 15, 16 and 19 in COVID-19 preventions in the country scale.

Industrial production in November 2021 continued to prosper when localities across the country implemented the Government’s Resolution No. 128/NQ-CP. The Index of Industrial Production (IIP) in November 2021 is estimated to increase by 5.5% over the previous month and by 5.6% over the same period last year. In the first 11 months of 2021, the IPP increased by 3.6% over the same period in 2020.

The IIP in November 2021 is estimated to increase by 5.5% over the previous month and by 5.6% over the same period last year, of which: The mining industry increased by 2.2%; processing and manufacturing increased by 6.4%; electricity production and distribution by 2.2%; water supply, management and treatment of waste and wastewater increased by 1.2%.

The number of newly registered enterprises in November increased significantly compared to the previous month in terms of the number of enterprises (up 44.6%), registered capital (up by 38%) and the number of employees (up by 30.2%). The number of businesses returning to operation increased by 15.2% over the previous month. The results show the recovery of production and business activities after more than a month of implementing Resolution No. 128/NQ-CP.

NEW LEGAL REQUIREMENTS

1. Decision No. 33/2021/QD-TTg Amendment to Decision No. 23/2021/QD-TTg dated July 7, 2021 of the Government on Implementation of Certain Policies to Support Employees and Employers in Difficulty Due to the Covid-19 Pandemic

On November 6, 2021, the government issued Decision No. 33/2021/QD-TTg Amendment to Decision No. 23/2021/QD-TTg dated July 7, 2021 of the Government on Implementation of Certain Policies to Support Employees and Employers in Difficulty Due to the Covid-19 Pandemic which is guiding for Resolution No. 126/NQ-CP (please refer to Newsletter of October 2021 for more details). The main articles of this Decision is to guide for the documentation which needs to be submitted to be entitled the support for employees from the factory.

This Decision comes into force on November 6, 2021.  

2. Decree No. 97/2021/ND-CP Amendment to Decree No. 23/2018/ND-CP dated February 23, 2018 of the Government on Compulsory Fire and Explosion Insurance

On November 8, 2021, the government issued Decree No. 97/2021/ND-CP Amendment to Decree No. 23/2018/ND-CP dated February 23, 2018 of the Government on Compulsory Fire and Explosion Insurance with one main article which can be affected to the factory as follows:

Article 7a. Certificate for compulsory fire and explosion insurance

1. Insurance enterprises must issue Certificate for compulsory fire and explosion insurance for the policyholders. Certificates for compulsory fire and explosion insurance shall be designed by insurance enterprises and include following details:

a) Name and address of insurance enterprises, policyholders, and the insured;

b) List of facilities (specify the list of facilities facing a risk of conflagration according to regulations and law on fire prevention and firefighting);

c) Address of insured property;

d) Insured property;

dd) Sum insured;

e) Deductible;

g) Insurance period;

h) Insurance rate, insurance premiums;

i) Name, address, and hotline number of insurance enterprise;

k) Date of issue of the Certificate of insurance.

2. In case electronic Certificate of insurance is issued, insurance enterprise must comply with Law on Electronic Transactions and guiding documents; electronic Certificate of insurance must comply with applicable laws and fully reflect details under Clause 1 of this Article”.

This Resolution will come into force on December 23, 2021.  

ONESTEPVIETNAM NEWS

OneStepVietnam employees provide both on-site and off-site services in November 2021

OneStepVietnam team’s auditors have fully vaccinated and now allowed to travel in all areas in Vietnam. OneStepVietnam team can provide its on-site services in Ho Chi Minh City and most of the provinces in the South of Vietnam, where the team can travel by car with COVID-19 negative testing result. However, the on-site service in the Central and the North of Vietnam, where the team needs to travel by flight may have difficulties when almost provinces there still apply quarantine in public areas or quarantine at home or where the guest locates. Our team will keep customers updated when we are able to provide our on-site services for the factories in the Central and the North of Vietnam.

As planned, OneStepVietnam team would conduct a training on Labor Law 2019 Updates – Changes and Solutions on-site on May 31, 2021 – June 1, 2021. However, due to the flexibility of the COVID-19 outbreak, OneStepVietnam team could not conduct the on-site training and would transfer this training to online training which is planned to be conducted on December 1 – 2, 2021. All of the attendances have agreed to change the training class from on-site to online to prevent the COVID-19.

In November 2021, OneStepVietnam team has conducted 10 on-site services as conducting audit to the customers. Besides that, OneStepVietnam still provides our remote services, including consultation and virtual audit (internal audit and audit for customers) in Vietnam. From July 9, 2021 to November 30, 2021, OneStepVietnam team has conducted 35 virtual audit to our customers and has been providing this service to the customers in the next time as well as on-site services.
